Beginning in 1983, the Commonwealth Court has been fortunate to obtain the services of numerous senior judges.
The first senior judge to serve on the Commonwealth Court was Alexander Barbieri who had been one of the original members of the Court in 1970. He was appointed to the Pennsylvania Supreme Court in 1971 but was defeated for election to that Court in November 1971. He returned to the Commonwealth Court as a senior judge and served from 1983 to 1993.
Several commissioned judges have remained on the Court (for various lengths of time) as senior judges. The first was Genevieve Blatt in 1983. Others were Theodore O. Rogers, Francis A. Barry, Jim Flaherty, James R. Kelley, Joseph T. Doyle, James Gardner Colins, Rochelle S. Friedman, Dan Pellegrini, Bonnie Leadbetter, and Hanna Leavitt.
Several county Common Pleas Court judges have been assigned to the Commonwealth Court to sit on panels. The first was Jacob Kalish of Philadelphia. Others have included Emil Narick (Allegheny), Silvestri Silvestri (Allegheny), Charles Lord ( Philadelphia), William Lederer ( Philadelphia), George Kelton (Bucks), Charles Wright ( Philadelphia), Samuel Rodgers ( Washington), Armand Della Porta ( Philadelphia), Charles Mirarchi ( Philadelphia), Jess Jiuliante ( Erie) and Joseph McCloskey (Schuylkill).
Several county Common Pleas Court judges have been assigned to the Commonwealth Court as visiting senior judges to help the court as duty week judges. The first was Paul Lehman of Mifflin County. Others have included Wilson Bucher ( Lancaster), Frederick Edenharter (Berks), John Cherry ( Clearfield), Michael Franciosa ( Northampton), John Keller ( Franklin), Warren Morgan (Dauphin), Eunice Ross (Allegheny), Keith Quigley (Perry and Juniata), Barry Feudale (Northumberland), and Wesley Oler (Cumberland).
